Your Board serves pro bono because we are genuinely concerned about our community. Our goal is to maintain the appearance and upkeep outlined in the legal covenants that govern the operations of our community. We encourage everyone to go to the web site http://www.marcus-pointe.com/ download the Covenants and Architectural guidelines. There are blank forms for addressing/requesting architectural changes to your property that require prior approval. Please do not sign contracts or begin work until you have checked this site. We do not want to be confrontational or disagreeable, but covenant enforcement is required. Spend a few minutes updating your family on the community requirements and avoid letters of violation. We also encourage you to register for the Association blog where you can provide your comments any time you desire. Our Board meetings are open to the Association membership and we encourage you to attend at least one while residing in the community.
Carol Wilson called the meeting to order and the Board adopted the minutes from the last regular meeting.

This was the regular scheduled bi-monthly meeting.

- Financial Report:
- Centre Group collected $876.66 in delinquent dues, late fees and interest since the last regular meeting.
- MPHA homeowner accounts in arrears balance is currently $8,136.18.
- The MPHA Operating Fund has a balance of $42,709.49.
- The Reserve Fund (for road repaving, sign and fence replacement) has a balance of $30,285.56.

- Additionally, the Reserve Fund CD’s balance is $25,229.43. The Board voted some time back to place a portion of the Reserve Fund in an interest yielding CD instrument to maximize growth.
- The Balance Sheet is appended to this report.
- Tasks assigned to Centre Group:
- The ~$15,000.00 sprinkler replacement is complete. Make final payment.
- The Board requested Centre solicit bids to limb the trees to 12 feet, clear the fence of vegetation, and remove the debris and hydro-seed the area where the new sprinkler system is located in the back area of the community. We hope to receive responses and award the contract with the work complete within 30 days.
- Centre reports the vendor provided scrolling sign (to be mounted on the rear of the Marcus Pointe sign just across the bridge to be viewed as you exit the community) installation has been delayed ~2 months due to production delays (we are looking at Dec/Jan at this time).
- Have Eden remove the dead tree at in the rear on MP BLVD along the fence line.
- Query Eden regarding selected site fence repair.
- Centre Group was tasked to contact Escambia County Roads & Bridges and highlight the following issues for addressal:
- A. Storm water drain corner of Lakemount Lane/MP BLVD rebar exposed
- B. Storm water drain on Pine Hollow near Constantine rebar exposed
- C. Standing water at High Point Dr/Constantine
- D. Bartlett Pear trees on MPBLVD/Enterprise (County property) need to be trimmed (trees have not been trimmed since Ivan).
Architectural Control:
- The new home for Stanley and Elzbieta Golanta, Block W, Lot 4, 2017 Hesperia Way is near completion. Phillip Russell is the builder. Landscaping was being completed as the Board met.
- 5134 High Pointe Drive: Request to build a structure to enclose trashcan. When contacted by the ARC for details, the request was withdrawn.
- 5085 High Pointe Drive: Request to remove two scrub trees. Approved.
- 5047 High Pointe Drive: Request to place a dumpster at the top of the driveway: Approved.
- 2031 Hesperia Way: Request to add a screened porch and laundry room at the rear of the house. Request withdrawn.
- 3013 Lianna Lane: Request to raise the height of the back fence to 8 feet that borders Grentree to block the view of homeowner’s unsightly yard. Approved.
- 3485 Marcus Pointe Blvd: Connect to neighbor’s fence and add doors with neighbor’s permission. Approved.
- 2012 Hesperia Way: ARC request prompted by Centre Group violation letter regarding painting doors red. Pending.
- 3013 Lake Pointe Circle: Request to retain metal fence that extends into Crescent Lake. Disapproved.

Board Discussions of interest to the Association:
- Board Member Jim Balthrop stated that a local tradesman is repainting house numbers on the curb. He has been advised that door-to-door solicitation is discouraged in Marcus Pointe. He offered to reduce his fee to $15.00 per house and donate $5.00 of that fee to the MPHA Association. The Board recommended Jim post the information to the MPHA Home Page and Blog for those that might want to take advantage of the opportunity.
- The back area of Marcus Pointe where the replacement sprinkler system was installed was discussed at length. After discussing all the potential options, it was decided to solicit bids for tree trimming of the area to a 12 foot height, vegetation removal from the fence, removal of all removed debris and hydro-seeding of rye and centipede of the area from the street to the fence.
- The Board voted to solicit bids for a more professional sign regarding the community solicitation rules for the entrance. The Board also decided to add covenant managed community to the same sign since so many realtors are not pro-actively making prospective homeowners aware of the covenants.
- Based on comments received to date, the Board agreed to tell Escambia County to leave the speed sign where it is currently located on Marcus Pointe Blvd.
- The Board also discussed pending letter responses and current issues with the lawyer for resolution.

Update on the Blossom Trail C&D Landfill (DEP file No. 0078442-002-SO):
- The Board’s last official communications with DEP (10/27/2009) indicated that Mr Green had NOT removed the 13 unapproved containers (dumpsters) filled with non-permitted waste from the site.
- DEP was hoping he would remove the dumpsters before their inspection because the presence of the containers would results in inspection failure (the dumpsters are currently have a dump violation citation from DEP).
- Board Secretary’s latest photos from the site off MP Blvd show no progress has been accomplished covering all the current site waste with top soil as required by the Consent Order.
- Mr Green’s performance to date does not offer optimism that he will be a willing partner to make this site current and within DEP guidelines.
- Your Board is tracking the issue and will provide updates.
